With regard to the provision of roads as pointed out by Mr. Landale, in order to develop the areas coloured red on Plan No. 1, roads and lanes would absorb about 88,700 square feet of land, but, in assessing the value of the areas coloured red at $1 per square foot, allowance for the provision of such roads and lanes was made. The value of the remaining areas will undoubtedly be greater at least $1.25 to $1.50 per square
after the roads have been made, and I therefore propose for present purposes to retain the figures already quoted in paragraph
